GreenLaw Submits Coal Plant Air Pollution Permit Comments
Comments submitted to GA EPD on Plant Bowen, Plant Hammond, Plant Mitchell Title V Air Permits
December 2, 2011:  Comments were submitted by GreenLaw to the Georgia Environmental Protection Division (EPD) on behalf of Flint Riverkeeper, Southern Alliance for Clean Energy, and Sierra Club opposing the issuance of a Title V Air Permit for Plant Mitchell.  Concerns cited include the failure to limity the fuel type and source for the plant.

November 14, 2011:  Comments were submitted by GreenLaw to the Georgia Environmental Protection Division (EPD) opposing two Title V air pollution permits for coal-fired power plants in northwest Georgia near Cartersville, Plant Hammond and Plant Bowen, the second largest generating plant in the Western Hemisphere.

GreenLaw argues that the draft Title V permits are incomplete for these facilities.  The permits lack clarity and specific information on capacity and heat input rates, ash-processing facilities, and terms and definitions. These failures undermine the purpose of the Title V program, which is to allow the public, regulated industries and government agencies to better understand clean air requirements and whether the regulated industries are meeting these requirements. 

The draft permits are also problematic because they could result in excess pollution from the coal-fired plants.  The permits fail to adequately specify and restrict the fuel sources that can be burned at the plants, potentially allowing sewage and other noxious fuels to be burned.  The permits also allow excessive amounts of pollution from particulate matter, sulfur dioxide, greenhouse gases, and other hazardous air pollutants to be emitted from the facilities.
